Hogan unveils new limits to fight war 'the virus is winning'
ANNAPOLIS, Md. (AP) — Maryland Gov. Larry Hogan announced limits to operating hours and capacity for businesses on Tuesday amid a surge in coronavirus cases, saying “we're in a war right now, and the virus is winning."
