California governor: Shrink prisons to help cut budget
SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom is proposing to significantly shrink the footprint of California's prison system, partly because of massive budget cuts prompted by the pandemic but also because of philosophy.
