Notice of Application - Date of Notice: Notice is hereby given that Grant County has received a SEPA Checklist and Site Plan Review application from M-1 Tanks (Designated Contact: Jim Morgan, 13058 N Frontage Rd E, Moses Lake, WA 98837) It has been determined the application to be technically complete on 3/12/20. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. DESCRIPTION: The project proposes to construct a concrete precast batch plant. The batch plant will be located inside an existing building. This will allow M-1 Tanks to produce concrete on site for pre-casting products. This will eliminate the need to have pre-mixed concrete to be delivered. A dry cement silo will be located outside of the existing building. LOCATION: The subject site is located adjacent to Interstate 90 southeast of the city of Moses Lake on 13058 North Frontage Rd E.
