Lawmakers move to limit a governor's disaster powers

HARRISBURG, Pa. (AP) — The Republican-controlled Legislature on Wednesday completed the first step in lawmakers' drive to amend Pennsylvania's constitution and strip future governors of some of their authority under emergency declarations.
