City of Moses Lake Notice of Application and Public Hearing Community Services of Moses Lake Inc. submitted a petition to the City Council to annex property into the city limits. The City Council accepted the petition as submitted, as well as the modified area as proposed by staff, on January 27, 2020. The property location is described as the portion in the south half of the Northwest and the Northeast quarter of Section 10, Township 19 North, Range 28 EWM and north of State Route 17 Right-of-way. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 16: Buildings and Construction, Title 14: Environmental Regulations, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process. The City Council will conduct a public hearing Tuesday, February 25, 2020 at 7:00 p.m. in the City Council Chambers located at 401 S. Balsam Street. All interested persons are encouraged to attend and provide comment. Written comments on this proposal will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City's appeal provisions specified in MLMC 20.11, Appeals. Fairgrounds (#116.159) requested one capital item that was approved, but to be paid from Tour ism (#114 - Camp ground Maps - $5,000). After discussion, the cost of this item should be paid for from the Fair grounds and the money to cover the expense transferred from Tour ism. The Fairgrounds budget will need to be in creased by $5,000. DCL (#125.167) request ed an increase to their mileage budget by $2,500 and wages by $138,000 due to inc reased revenue from the Legislature. R.E.E.T. 1 (#126.168), the Treasurer estimated revenues of $913,000 for this fund. However, approved capital expen ditures from this fund to taled $1,566,800.40, re sulting in a budget short fall of $653,800.40. This budget shortfall will reduce the beginning fund balance in R.E.E.T. 1, currently at $3,825,748.72. NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION PERMIT: ST0005375 APPLICANT: Moses Lake Industries, Inc. & FACILITY 8248 Randolph Road, NE ADDRESS Moses Lake, WA 98837 Moses Lake Industries has applied for renewal of its State Waste Discharge (SWD) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC). Ecology accepted the application as complete on December 3, 2019. Moses Lake Industries owns and operates a specialty chemical manufacturing facility that discharges process wastewater to the City of Moses Lake Larson Wastewater Treatment Plant (WWTP) and Reverse Osmosis (RO) Reject Water for landscape irrigation and to the Port of Moses Lake Land Treatment System. Effluent flow limits to the Larson WWTP are 13,000 gallons per day (gpd) average monthly and 22,000 gpd maximum daily, with a 50,000 gpd average monthly flow limit to the Port's Land Treatment System. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. The Department of Ecology is proposing to renew the permit and is hereby issuing public notice of its intent.
