NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT Permit Number: ST0501273 Applicant: SGL Automotive Carbon Fiber, LLC. 8781 Randolph Road NE, Moses Lake, WA 98837 Facility Address: SGL Automotive Carbon Fiber, LLC, Chinook Site Facility address same as above SGL Automotive Carbon Fiber has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC). SGL Automotive Carbon Fiber presently owns and operates a facility in Grant County that manufactures carbon fibers and generated process wastewaters from supply water treatment, cooling water, boiler blowdown, and water from processing of the carbon fiber and discharges it to the Port of Moses Lake land treatment system. The facility will re-use process wastewater for landscape irrigation during the winter months and will discharge domestic sewage to the City of Moses Lake Larson sewage system. SGL discharges to the Port of Moses Lake with an average monthly flow limit of 112,500 gallons per day (gpd) and a maximum daily flow limit of 195,833 gpd. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for the issuance of a permit. Following evaluation of the application and other available information, Ecology developed a draft permit that allows the discharge of wastewater with the appropriate permit limits and conditions. Ecology has made a tentative determination on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated. PUBLIC COMMENT AND INFORMATION The draft permit and related documents can be viewed between the hours of 8:00 a.m. and 5:00 p.m., weekdays, by appointment, at the regional office listed below; call (509) 329-3400 to make an appointment.
