The Grant County Conservation District is pleased to announce an opportunity to contribute to conservation and your community by serving on the Board of Supervisors. Supervisors are public officials who direct the activities of the conservation district. Although they serve without compensation, they are eligible to be reimbursed for appropriate expenses. A mail election for a board seat on the Grant County Conservation District will be held on March 9, 2021. Interested candidates must be registered voters who reside within the boundaries of the District. Candidates may be required to be landowners or operators of a farm, depending on the current composition of the District board of supervisors. The filing deadline for candidates to file their candidate required information is February 9, 2021 by 5:00 PM (pacific time zone). Interested candidates must file their candidate required information at the following location 1107 S. Juniper Dr., Moses Lake WA. 98837. Eligible voters are registered voters who reside within the boundaries of the District. The last day and time that voters can request ballots from the District is February 16, 2021 by 5:00 PM (pacific time zone). If a voter is returning a ballot by mail, the voter must account for the time it will take for the ballot to be returned to the district by mail. Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: December 14, 2020, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on November 17, 2020 from Greg and Vicky Svidenko (Designated Contact: Eldon Broughton, Broughton Construction, LLC, 2403 Westshore Drive NE, Moses Lake, WA 98837) and was found to be technically complete on December 11, 2020. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 360 sq. ft. of plantings). 3. Construction shall be done during the annual drawdown (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to install an 8' x 25' cantilevered dock, install a 10' x 10' boatlift adjacent to the dock, with an 8'x6'x4' Concrete ballast above the Ordinary High Water Mark ADDITIONAL PERMITS REQUIRED: WDFW HPA. LOCATION: The project is located at 2513 Westshore Drive NE on Moses Lake in Moses Lake, WA 98837. The parcel is in the Northwest quarter of Section 18, Township 19 North, Range 28 East, WM, Grant County, WA. Parcel #14-1719-000. SHORELINE ENVIRONMENT: Shoreline Residential. PRESENT ZONING: Urban Residential 2. STUDIES REQUIRED none. PUBLIC HEARING: None.
