Agency declines special protection request for tufted puffin

JUNEAU, Alaska (AP) — The tufted puffin — a black seabird known for its white “mask” and orange bill — does not warrant Endangered Species Act protections, the U.S. Fish and Wildlife Service announced Wednesday.
