Cooper sues to alter powerful NC government rules panel
RALEIGH, N.C. (AP) — North Carolina Gov. Roy Cooper sued legislative leaders again on Friday, this time challenging the composition of a powerful commission that scrutinizes regulations agencies create to carry out state law.
