Scott Franklin beats US Rep. Spano in Fla. GOP primary

TALLAHASSEE, Fla. (AP) — Scott Franklin, a former Navy pilot and business owner, defeated U.S. Rep. Ross Spano in Florida's Republican congressional primary on Tuesday, amid ethics issues that have dogged the incumbent.
