REQUEST FOR PROPOSALS / QUALIFICATIONS FOR CONSTRUCTION SERVICES Vaughn Bay Construction (VBC) requests written proposals from subcontractors for The Orchard, a new 48 unit apartment community, located in Mattawa, WA. This project is funded in part by Commerce Housing Trust Funds & HUD HOME Funds. All bidders must comply with the Presidential Executive Order 11246, as amended, by Executive Order 11375; Title VII of the Civil Rights Act of 1964 as amended; Prevailing Wage Laws of Washington State, as amended; the Copeland "Anti-Kickback" Act; the Contract Work Hours & Safety Standards Act (CWHSSA); Section 3 of the HUD Act of 1968; Section 281 of the National Affordable Housing Act (specifically Minority / Women Business outreach); WA State Apprenticeship & Training Program requirements, as described in RCW 39.04.300 through 39.04.320 & all other applicable federal, state and local ordinances. Bidder is required to pay workers on this project the minimum wages as determined in the WA State Prevailing Wage Listing included in the Bid Package.
