REQUEST FOR PROPOSALS / QUALIFICATIONS FOR CONSTRUCTION SERVICES Vaughn Bay Construction (VBC) requests written proposals from subcontractors for The Orchard, a new 48 unit apartment community, located in Mattawa, WA. This project is funded in part by Commerce Housing Trust Funds & HUD HOME Funds. All bidders must comply with the Presidential Executive Order 11246, as amended, by Executive Order 11375; Title VII of the Civil Rights Act of 1964 as amended; Prevailing Wage Laws of Washington State, as amended; the Copeland "Anti-Kickback" Act; the Contract Work Hours & Safety Standards Act (CWHSSA); Section 3 of the HUD Act of 1968; Section 281 of the National Affordable Housing Act (specifically Minority / Women Business outreach); WA State Apprenticeship & Training Program requirements, as described in RCW 39.04.300 through 39.04.320 & all other applicable federal, state and local ordinances.
