PUBLIC NOTICE The East Columbia Basin Irrigation District will be making aquatic herbicide treatments beginning in May 2020 and continuing through the end of the 2020 irrigation season. These herbicide treatments will be made pursuant to a Department of Ecology NPDES General Permit for Aquatic Weed Control in Irrigation Systems (Permit No. WAG-991010). The District's service area is located in Moses Lake, Warden and Othello areas of Grant and Adams Counties. The District operates the East Low Canal and its laterals plus some laterals on the Potholes East Canal. 49 locations on various canals, laterals, wasteways and drains within the District's service areas will receive these treatments to control the growth of algae, moss and pondweeds. Frequency of treatments varies from as often as biweekly to as seldom as twice per irrigation season depending on location and circumstances. Permanent signs giving notice of aquatic herbicide treatments have been erected at public road crossing of treated waterways within one mile of the treatment sites. The herbicides being used for these treatments are copper sulfate, Captain Aquatic Herbicide (copper), Endothall and Magnicide H (acrolein) which are registered for such use under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Water remains suitable for irrigation use during aquatic herbicide treatments. Treated water is not suitable for drinking or swimming. Public Notice Announcing the Availability of an Environmental Assessment DEPARTMENT OF AGRICULTURE Rural Development Samaritan Healthcare Replacement Medical Campus: Notice of Availability of an Environmental Assessment AGENCY: Rural Housing Service, USDA ACTION: Notice of Availability of an Environmental Assessment SUMMARY: Notice is hereby given that the USDA Rural Housing Service (RHS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the Samaritan Healthcare/Grant County Hospital District No. 1, Moses Lake, Washington. The proposal is to construct a new hospital campus on an approximate 55-acre parcel adjacent to the northwest of Yonezawa Boulevard and Road K Northeast (Clover Drive) in Moses Lake, Washington. The proposed project site will accommodate new replacement hospital and future expansions approximately 2 miles from the existing campus. Samaritan Healthcare/Grant County Hospital District No. 1, has submitted an application to USDA RHS for funding of the proposal. RHUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Questions and comments should be sent to RHS at the address provided. RHS will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice. Any final action by RHS related to the proposed project will be subject to, and contingent upon, compliance with all relevant federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures. NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT MODIFICATION Permit Number: WA0021067 Applicant: City of Quincy P.O. Box 338, Quincy, WA 98848 Facility Address: Quincy Industrial Wastewater Treatment Facility 18605 Road 9 NW, Quincy, WA 98848 The City of Quincy has requested a National Pollutant Discharge Elimination System (NPDES) permit modification in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act. The City of Quincy submitted a letter to Ecology on February 27, 2020 requesting that Ecology amend the facility's permit by extending the Operations and Maintenance Manual due date to allow the facility to prepare a new manual and submit to Ecology for review. Ecology agrees with the request and is proposing to modify the permit as requested. Ecology is issuing a draft amended permit and fact sheet amendment and is only accepting comments on the modified portions. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
