City of Moses Lake Notice of Application and Public Hearing David Sparks submitted a petition to the City Council to annexation property into the city limits. The City Council accepted the petition as submitted. The property is legally described as Lot 4-B, Sparks SP NO 3 21-69, parcel #313142000.
