MOSES LAKE DREDGE PROJECT The Moses Lake Irrigation and Rehabilitation District (MLIRD) requests comprehensive bids to remove an estimated 50,000 cubic yards of sediment material from the west side of the Alder Street Fill (Stratford Road), in Moses Lake. This effort will hydraulically dredge and pump sediment material to a site located approximately 3,000 feet away where contractor's suitable handling process, designed/engineered and clearly identified in your proposal will ensure all return water back to Moses Lake remains under 5 NTU over background for Turbidity at all times. Each bidder must submit a detailed and specific sediment management plan to remain within 5 NTU spec. This project will tentatively begin on July 1, 2019 and conclude no later than October 31, 2019. Each bidder must provide a summary of all similar freshwater dredging jobs it has performed over the preceding ten years that includes contact information for the owner or public entity for whom the dredging was performed. The selected contractor must be legal to operate & perform professional work of this nature in Washington State and have demonstrated experience and qualifications with a solid, comprehensive plan to have suitable dredging equipment with any and all project equipment on-site by July 1, 2019 to be considered. Additionally, each bidder must agree to the following: MLIRD reserves the right to make the final bid determination based on all information available to MLIRD, including but not limited to the bid submittal and information learned regarding prior work. Contractor to supply dredge and all associated project equipment suitable for this project with appropriate sediment management solutions for managing dredged spoils material within permit specifications. Selected contractor will be responsible for notices, signs, and agency reporting to include any and all daily required notifications or reports. Any project chemicals for use in dredged spoils material handling process must be clearly identified in bid proposal and approved for aquatic use in Washington State. Chemicals must be used in accordance with manufacturer label instructions with current best practices adhered to at all times and allowable under project permit(s). Proof of $5,000,000 insurance showing MLIRD as additional insured required w/bid proposal. Contractor must use DREDGEPACK Hydrographic software throughout the project and provide all documentation to MLIRD upon request and deliver a completed data package at project close with Final Report. All project personnel must be qualified and all project equipment & materials to be supplied by the contractor All submitting contractors are strongly encouraged to do a site-visit prior to submittal to ensure final proposals will meet MLIRD requirements. Contractor must provide list of similar freshwater application jobs that included turbidity management over the past ten years w/references for each job. Contractor must provide a copy of proof of Washington State worker's compensation insurance. Contractor must agree to the terms and conditions established by MLIRD for this contract (copy available upon request). Contractor MUST operate at all times within permit requirements and in a safe & workmanlike manner. Bid prices must separately itemize state sales tax (WSST) Bids must include all work, materials, supplies, and costs whether variable or not. Any variable that could affect price, including but not limited to standby charges, must be identified and a unit price stated. The total price of the bid shall be considered the total price of the contract except for variables so identified and priced. Project Deliverables in addition to work: 10 paper copies of: Detailed, comprehensive written 'Final Report' showing amount and locations of sediment removed, and including FINAL DREDGEPACK Hydrographic data provided through print and electronic means with a bathymetry survey that includes project 'as-found' condition(s) from project start. This is not an offer to contract. This is a request for an offer from bidders. MLIRD reserves the right to reject any or all bid submittals for any reason or no reason, to waive any or all irregularities if such waiver is deemed to be in the best interests of MLIRD, and select the bid that in the MLIRD review team's judgment, best serves the needs of MLIRD. If no responsive bid is received on the first call, the MLIRD Board may re-advertise and make a second call for bids, or may negotiate with bidders and enter into a contract without any further call, or may perform the work or improvement by its own labor.
