GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER CERTIFICATE 807-D(B) TAKE NOTICE: Herring Farm NWQ, LLC of Ephrata has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the purpose of use, place of use, and point of withdrawal of Groundwater Certificate (GWC) 807-D(B) to the Board. The Board has designated such application for active review and has assigned it application number GRAN-19-03. The Department of Ecology has assigned their tracking number CG3-*00895S(B). That GWC 807-D(B) with a priority date of July 1941 authorizes 212 gallons per minute (gpm), 63 acre-feet per year (af/y), for the seasonal irrigation of 14 acres from April 1 through October 31 each year, and 10 gpm, 1 af/y for continuous domestic use year round. The place of use being within Govt Lot 2, Section 30, T 19 N, R 28 EWM., except the West Half thereof, Grant County, Washington. The point of withdrawal being one well located within the NW1/4NW1/4 Section 30, T 19 N, R 28 EWM. That the proposed change is to transfer 222 gpm, 64 af/y, for the irrigation of 14.2 acres to a place of use within the portion of S1/2NW1/4 and the portion of SW1/4 of Section 33, T 20 N, R 25 EWM, lying southerly of State Route 283 and westerly of USBR drain W-27. That the new point of withdrawal for the transferred water will be one well located within the SW1/4 of Section 33, T 20 N, R 25 EWM. There are no changes to the total authorized quantities of water. Samaritan Healthcare New Replacement Hospital GC/CM RFQ Submittal Request -Advertisement as follows: Grant County Hospital District #1, aka Samaritan Healthcare [SH], requests General Contractor/Construction Manager [GC/CM] Qualification submittals for a new hospital replacement facility to be built in Moses Lake, WA. In accordance with Chapter 39.10 RCW, SH intends to award a contract utilizing the GC/CM alternate construction procurement process. The District has received specific project approval from the Washington State CPARB PRC to utilize the GC/CM project alternative contract delivery method. The project scope includes a new two-story 140,000 SF hospital building to be constructed on a new site in Moses Lake, WA. The estimated construction cost budget for this project is approximately $90,000,000 and is currently finalizing the schematic design phase. The building will include hospital services, ambulatory care and office areas. The GC/CM for the project will provide Preconstruction Services, bringing specific experience and expertise that will assist in decision making, cost estimating, constructability review, budget and schedule control and sequencing of site logistics. The District intends that the GC/CM will be selected by August 2019 and will provide Preconstruction Services through the project design phases and serve as general contractor providing construction services and construction management to implement and deliver the Project. Project construction is scheduled to begin in May 2020 with 21 months of duration to completion. The RFQ document will be released to firms upon written request no later than July 10, 2019. A mandatory preproposal conference will be held at SH on July 17, 2019 at 1 PM in the SH Hospital Board Room, 801 East Wheeler Road, Moses Lake, WA 98837. RFQ submittals will be due to SH on July 24, 2019 at 3 PM. Upon conclusion of the SH Committee review of the RFQ Proposals a qualified list of firms will invited for interview.
