CALL FOR BIDS CITY OF ROYAL CITY WRF UV DISINFECTION SYSTEM IMPROVEMENTS Sealed Proposals will be received by the undersigned at the City of Royal City, 445 Camelia Street NE, Royal City, Washington 99357, up to 11:00 a.m.; local time on Wednesday, February 13, 2019, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof for the WRF UV Disinfection System Improvements. The Project includes installing new UV equipment to be furnished by the Owner within the existing UV building at the City of Royal City Water Reclamation Facility (WRF). The work includes, but is not limited to, installation of new equipment, modifications to existing effluent piping, and electrical modifications. The project also includes provisions for disinfection during construction in order to meet the existing water reclamation permit requirements and maintain full function of the facility. The Work shall be substantially complete within 80 working days after the commencement date stated in the Notice to Proceed. STATE ENVIRONMENTAL POLICY ACT Mitigated Determination of Non-Significance January 22, 2019 Lead Agency: Public Utility District No. 2 of Grant County, Washington (Grant PUD) Agency Contact: Ross Hendrick Description of Proposal: Grant PUD is considering options to improve stability of the Priest Rapids Dam as part of the Priest Rapids Right Embankment Improvement Project (PRREIP) consistent with the requirements of the Federal Energy Management Agency and Federal Energy Regulatory Commission. The PRREIP proposes to create a separate embankment that would be structurally connected to the existing embankment and dam, but outside of the area of potentially liquefiable soils located near the existing embankment. The embankment improvement design will use roller-compacted concrete (RCC) to create a strong, secondary concrete dam (the RCC dam) landward of the existing embankment. The new RCC dam would be built on the underlying bedrock to provide additional stability for Priest Rapids Dam in the event of an earthquake. A ground water control wall, or cutoff wall would be also installed to connect the RCC dam and existing dam to provide additional structural integrity. The new RCC dam would be approximately 2,200 feet long and 25 feet high (above existing ground surface), situated landward of the existing embankment. The existing embankment and dam would remain in place. The total Limit of Disturbance for the PRREIP, including staging, laydown, concrete batch plan, and access routes, encompasses approximately 130 acres. The PRREIP includes construction of an RCC dam and cutoff wall; road alterations to accommodate the new RCC dam footprint and to facilitate construction access; installation of a temporary surface water intake pump in the existing boat basin and use of a new groundwater well for construction water supply; minor alterations of existing utilities, and use of the Cow Creek Quarry within the U.S. Army Yakima Training Center for aggregate material. A barge may be used as a temporary method to deliver materials. The duration of the construction is anticipated to last 18-24 months. Impacts to wetlands, aquatic habitat, and fish and wildlife were minimized through use of existing upland developed areas to the extent practicable, and avoiding significant in-water work. Some unavoidable temporary and permanent impacts to upland vegetation areas are proposed, which will be mitigated with post-construction plantings such that no net loss of ecological functions will occur. Construction noise levels may cause temporary avoidance behaviors in wildlife occupying habitat located at and near the construction area, but typical habitat use would likely resume upon completion of the project. The National Historic Preservation Act, Section 106, applies to this project, and unavoidable adverse impacts to the historic properties will be mitigated through the Section 106 process and through consultation with affected agencies and tribes. There will be direct and indirect impacts to the Wanapum People that reside in the Wanapum Indian Village (WIV) immediately south of the proposed PRREIP. The impacts are associated with construction activities, as well as the existence of the new RCC dam structure. Construction impacts are expected to be experienced during working hours, with most impacts abating once activities cease each day and limited to the duration of the construction. Impacts associated with the location of the new RCC dam will persist over the lifetime of the RCC dam. Mitigation measures as noted below are being implemented during construction and incorporated into the design to address the significant direct and indirect impacts to the PRRIEP. Aesthetic impacts form the new RCC dam will be mitigated through on-going coordination with the Wanapum on potential landscaping enhancements and/or design aspects of the project that will compensate for changes to the aesthetic characteristics of the existing embankment area. Measures to mitigate elevated dust and noise during construction include implementation of dust and noise control plans, air quality monitoring, installation of sound and dust control barriers around the construction site and/or around WIV, and provisions for hearing and breathing protection. To mitigate to outdoor use and outdoor activities, construction plans will maintain access to areas adjacent to the WIV for the Wanapum, provide traffic control plans to minimize conflict between use of adjacent areas by the Wanapum and construction activities, and stopping work activities during certain Wanapum ceremonies and other important community events. There could be indirect impacts to the owners and users of the existing roads proposed for access/haul roads. Mitigation measures as noted below are being implemented during construction and incorporated into the design to address the potential direct impacts to the PRRIEP. Applicable land use agreements will be secured with all owners of the proposed access/haul roads. Maintain regular communication with all potential users of the downstream and upstream access roads. Communication will includes update to date schedule and type of access/use, safety considerations, traffic control updates, restrictions, project contacts, and other applicable information so all users of the road are informed of potential access limitations, access, and safety considerations. Provide traffic control for the upstream and downstream access roads to limit impacts to existing users/owners of the roadways. Traffic control may include laggers, automated traffic signals, and radio communication, to balance safety and accessibility. Location of proposal: The Priest Rapids Dam is located at 29086 Highway 243 South, Mattawa, WA 99349. The project proposal is on the west bank of the Columbia River on the downstream side of the west bank embankment of the Priest Rapids Dam. From Highway 243 (south of Desert Aire), turn west onto Priest Rapids Dam Road. Travel 1.5 miles to Priest Rapids Dam. Cross the dam and travel to the right embankment. The PRREIP would occur at the right embankment of the Priest Rapids Dam in Township 13N, Range 24E, in Section 2 and 3, across multiple parcels.
