PUBLIC NOTICE THE DEPARTMENT OF THE INTERIOR BUREAU OF RECLAMATION GOOSE ISLAND, POTHOLES RESERVOIR EPHRATA, WASHINGTON NOTICE IS HEREBY GIVEN THAT: The Bureau of Reclamation, in accordance with 43 CFR 423 Subpart B, is providing public notice that Goose Island, in Potholes Reservoir, will be closed to the public March 1 through October 15, 2019, during the dissuasion of the Caspian tern colonies on the island under the Inland Avian Predation Management Plan. There are no visitor facilities on the island. Public access will resume on October 16, 2019. City of Moses Lake Notice of Application and Public Hearing Moses Lake Irrigation and Rehabilitation District submitted an application for a Shoreline Conditional Uses Permit, and C-R Zone Conditional Use Permit on December 14, 2018. The application was determined to be substantially complete and ready for review on December 31, 2018. The proposal is to continue the hydraulic dredging of Parker Horn primarily southwest of the Stratford Road bridge. Sediment will be removed to a depth of approximately 3 feet across the entirety of the 415,000 square foot dredge site. Approximately 50,000 cubic yards of sediment will be removed with a floating hydraulic dredge and pumped to upland dewatering bags. After dewatering, the sediment will be hauled offsite. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning, Title 19.06 Wetlands, Title 20 Development Review Process, and City of Moses Lake Shoreline Master Plan The Planning Commission will hold a public hearing for this project at 7:00 pm, February 14, 2019 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment. Comments on this proposal from public agencies with jurisdiction and comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on January 28, 2018. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used.
