Reclamation Announces Negotiations with the East Columbia Basin Irrigation District for Amendment of Renewal Master Water Service Contract The Bureau of Reclamation invites interested members of the public to observe a working session with the East Columbia Basin Irrigation District (District). The purpose of this session will be for Reclamation and the District to arrive at mutually agreeable terms and conditions for a proposed amendment to Renewal Master Water Service Contract No. 159E101882 that would, among other things, authorize the District to provide Columbia Basin Project irrigation water as groundwater replacement irrigation water service to additional irrigable lands located within the Odessa Subarea and within the service area of the District. The contract amendment will reflect existing Federal Reclamation law and policy governing water service contracts. The goal of the negotiations is to arrive at a mutually agreeable contract. In 1990, seven underground storage tanks and 700 cubic yards of petroleum-contaminated soil were excavated. The soil was treated to destroy contamination and placed back in the excavation. Groundwater quality was monitored from 1993 to 2009, when three of four wells were clean. In June 2019, the fourth well met cleanup standards. Ecology has drafted a no further action letter, advising that cleanup is complete, that you may review and comment on.
