NEWS RELEASE PREPARATION FOR LOGIC AND ACCURACY TEST In preparation for the April 23, 2019 Special Election, a Logic and Accuracy Test will be performed. A "test deck" of ballots will be scanned. This test verifies that the system will correctly count the votes cast for all candidates appearing on the ballot. Notice of Application - Date of Notice: April 3, 2019. Notice is hereby given that Grant County has received a SEPA checklist from the Port of Moses Lake (Designated Contact: Century West Engineering, Don Barclay, 19515 North Creek Parkway, Bothell, WA 98011) and determined this application to be technically complete on March 29, 2019. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if any other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, odors, or pollution which exceeds applicable local, state, or federal standards. 3. Best Management Practices (BMPs) shall be used as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. 4. Dust and emissions to the air associated with the development will be controlled by utilizing Best Management Practices (BMPs) and dust control during construction. Water shall be used on-site for dust control as needed during construction. 5. Facilities shall be installed in such a manner so as to prevent run-off from the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. 6. Project shall comply with "Storm Water Management Plan" as prepared by Century West Engineering in March 2019. 7. Project must comply with all conditions set forth in "Burrowing Owl Mitigation Plan" as prepared by Dennis Beich of Ecosystems North West on March 14, 2019.
