City of Moses Lake Notice of Application, Public Hearing and Optional DNS Gary Martin, on behalf of Reuben Rodriguez, submitted an application on August 24, 2018 to construct a single-family residential unit attached to a proposed furnace store and office. The complex is about 5,600 square feet with the residential unit at 1,680 square feet. The business is an allowed use but a residential attached use is allowed through the conditional use process. The property is in the Moses Lake Industrial Park Zoning District (MLIP) and located at 3185 Citation Road NE. The application was determined to be complete and ready for review on August 29. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Building & Construction, Title 18: Zoning. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Written comments on this project proposal from public agencies with jurisdiction will be accepted until 5:00 p.m. on September 24, 2018. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing which will be before the Planning Commission on Thursday October 11, 2018 during their regular meeting starting at 7:00pm. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
