PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on October 30, 2018 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal: The Moses Lake Irrigation and Rehabilitation District (MLIRD) proposes to remove sediment in the Pelican Horn area of Moses Lake to improve water quality. The project area of Pelican Horn would be along the channel of the Columbia Basin Railroad dike. Dredging of the Pelican Horn Causeway Site would take place between December 1 and March 1 when the lake level of Moses Lake is at its lowest point of the year. The purpose of the project is to improve water quality within Moses Lake and maintain water movement between the upper and lower basins of Pelican Horn. A floating turbidity curtain would be installed downstream of the work site before any excavation would occur. The area of dredging would be approximately 270 sq. ft in area and would remove approximately 10 cu. yds of sediment. The sediment would be dredged using small-scale track equipped excavation equipment in order to remove the accumulated sediment. A tracked excavator would scoop the sediment from the lakebed and would load it in tracked dump trucks to be moved upland. The sediment would be transferred to over the road dump trucks and would be hauled to the Connelly Park disposal site. Excavation equipment and dump trucks would access the dredge site via the Columbia Basin Railroad right-of-way. The Moses Lake Irrigation and Rehabilitation District (MLIRD) proposes to utilize the existing seasonal carp barrier at the project location in order to improve water quality within the upper basin of Pelican Horn. The carp barrier would be installed annually in March and removed in September. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Legal Notice: NOTICE IS HEREBY GIVEN that the Draft 2019 Assessment Roll and Schedule of Rates for the Moses Lake Irrigation and Rehabilitation District (MLIRD) 2019 Assessments is now on file and open to inspection at the office at 932 E. Wheeler Road, Moses Lake, Washington. The total proposed rate is $1.00 per Thousand Dollars of Total Assessed Valuation for 2019 for properties in the District ($.25 under RCW Ch. 87.84 and $.75 under RCW Ch. 87.03). The MLIRD Board of Directors may decide to reduce that rate but will not increase it. The Draft Assessment Roll and Schedule of Rates is based on the best information currently available to MLIRD. That information was provided by the Grant County Treasurer who claims he does not know if it is accurate. Accordingly, the actual assessments for particular properties may vary from the current draft as valuation figures are updated or corrected by the County. The MLIRD Board of Directors will meet on November 13, 2018 at 6:45 p.m. in the MLIRD boardroom at 932 E. Wheeler Road, Moses Lake, Washington, as a Board of Equalization and hear objections to the Draft Assessment Roll and Schedule of Rates. The Board of Directors may, if necessary, continue in session from day to day as long as may be necessary, not to exceed ten days, exclusive of Saturday and Sundays, to hear and determine such objections to the said Draft Assessment Roll and Schedule of Rates as may come before them. PUBLIC NOTICE The following measures will be submitted to voters on the November 6, 2018 General Election ballot: INITIATIVES TO THE PEOPLE 1631 - Initiative Measure No. 1631 concerns pollution. This measure would charge pollution fees on sources of greenhouse gas pollutants and use the revenue to reduce pollution, promote clean energy, and address climate impacts, under oversight of a public board. 1634 - Initiative Measure No. 1634 concerns taxation of certain items intended for human consumption. This measure would prohibit new or increased local taxes, fees, or assessments on raw or processed foods or beverages (with exceptions), or ingredients thereof, unless effective by January 15, 2018, or generally applicable. 1639 - Initiative Measure No. 1639 concerns firearms. This measure would require increased background checks, training, age limitations, and waiting periods for sales or delivery of semiautomatic assault rifles; criminalize noncompliant storage upon unauthorized use; allow fees; and enact other provisions. INITIATIVES TO THE LEGISLATURE 940 - Initiative Measure No. 940 concerns law enforcement. This measure would require law enforcement to receive violence de-escalation, mental-health, and first-aid training, and provide first-aid; and change standards for use of deadly force, adding a "good faith" standard and independent investigation. ADVISORY VOTES Advisory Vote No. 19 Engrossed Second Substitute Senate Bill 6269 - The legislature expanded, without a vote of the people, the oil spill response and administration taxes to crude oil or petroleum products received by pipeline, costing $13,000,000 over ten years for government spending.
