INVITATION TO BID MAIN CANAL POWER PLANT STEEL STORAGE BUILDING COLUMBIA BASIN HYDROPOWER CONTRACT NO. 05-26-18 Bidders are invited to submit sealed bids for the design and delivery of a steel storage building at the Main Canal Power Plant in Coulee City, Washington, in accordance with applicable industry standards, regulatory requirements, and supplied specifications. Contractor may also elect to bid on various additive options including the design and construction of the foundation and floor slab, the erection of the steel building, and construction of a paved access to the building. Bids shall be on a lump sum basis in U.S. dollars. A site visit will begin at the Main Canal Power Plant, in Coulee City, Washington on September 27, 2018 at 1:00PM. Notice of Application October 9, 2018 Notice is hereby given that a Short Subdivision application was received by Grant County on September 17, 2018 from Wade Schmidt (Designated Contact: Knudsen Land Survey, LLC (Chad Lampe), 130 1st Ave. NW, PO Box 505, Ephrata, WA 98823) was found to be technically complete on October 4, 2018. PUBLIC NOTICE PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on October 10, 2018 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal: The Moses Lake Irrigation and Rehabilitation District (MLIRD) proposes to remove sediment in the Parker Horn area of Moses Lake to reduce impacts of the accumulated sediment. The primary project area of Parker Horn would be south of SR 17 and the Columbia Basin railroad crossing. Dredging of the Parker Horn Sediment Trap would take place between December 1 and March 1 when the lake level of Moses Lake is at its lowest point of the year. The purpose of the project is to improve water quality within Moses Lake and maintain the sediment trap at the Walmart site. All work would be completed in the dry. A floating turbidity curtain would be installed around the work site before any excavation would occur. The area of dredging would be approximately 150,000 sq. ft in area and would remove approximately 12,000 cu. ft of sediment. The sediment would be dredged using small-scale track equipped excavation equipment in order to remove the accumulated sediment. A tracked excavator would scoop the sediment from the dry lakebed and would load it in tracked dump trucks to be moved upland. The sediment would be transferred to over the road dump trucks and would be hauled to the Connelly Park disposal site. Excavation equipment and dump trucks would access the dredge site via SR 17. Equipment would enter the site from the west and would depart to the east, continuing to the MLIRD sediment handling site. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request and may be reviewed at the Moses Lake Irrigation and Rehabilitation District, 1055 W.
