City of Moses Lake Notice of Application and Optional DNS Moses Lake Christian Academy submitted an application on October 26, 2018 for a 15,824 SF gymnasium with locker rooms and common area. The location is 1475 Nelson Road NE. The Parcel is Lot E of South Campus Park Binding Site Plan. The application was determined to be complete and ready for review on November 5, 2018. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Building & Construction, Title 18: Zoning. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Written comments on this project proposal from public agencies with jurisdiction will be accepted until 5:00 p.m. on November 26, 2018. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing which will be before the Planning Commission on Thursday December 13, 2018 during their regular meeting starting at 7:00pm. PUBLIC HEARING The City of Royal City will have a public hearing 11/20/2018 at 7:00PM at City Hall 445 Camelia Street NE Royal City WA 99357 regarding removal of a restrictive covenant on property that was acquired for a future park. In 1975, the city used a state grant to acquire approximately 8 acres for a public park located on and near Juniper Circle. A condition of the grant included a restrictive covenant that the property acquired be owned and managed for public outdoor recreation use. The property was converted in 1994 and the grant requires the property be replaced. The City proposes to replace it with an approximately 1 acre area that would expand Lions Park. The City is also interested in hearing what outdoor recreation facilities the community would like to see developed in the future on the proposed replacement. The closest intersections are Cunningham Rd and Lucy Rd for Kansas Prairie No. 1 and between Hwy 26 and Hatton Rd, east of Lucy Rd, for Kansas Prairie No. 2, in Adams County. This project involves 7 acres of soil disturbance at Kansas Prairie No. 1 and 11 acres of soil disturbance at Kansas Prairie No. 2 for Utilities construction activities. All discharges and runoff goes to ground water.
