PORT OF MOSES LAKE NOTICE OF SPECIAL MEETING AND NOTICE OF PUBLIC HEARING REGARDING USE OF AIRFIELD FOR TESTING BY THE UNITED STATES AIR FORCE June 1, 2018 @ 10:00 A.M. Notice is hereby given that the Board of Commissioners of the Port of Moses Lake will meet in the Conference Room of the Terminal Building at the Grant County International Airport on June 1, 2018, at 10:00 a.m., for the purposes of (1) conducting a public hearing and (2) responding to the request of the United States Air Force to utilize the Grant County International Airport (the "Airfield") for flight testing of the KC-46 aircraft. BACKGROUND INFORMATION The United States Air Force has indicated a desire to utilize the Airfield on Saturday, June 16, and Sunday, June 17, for two 4-hour sessions each day with an hour break between each session. Because of safety concerns, during the four-hour sessions, the Airfield would be closed to other (except emergency) aeronautical uses (the "Proposal"). A copy of the United States Air Force Proposal is available for review on the Port of Moses Lake's website at www.portofmoseslake.com. The ownership and operation of the Airfield is subject to certain assurances made to the Federal Aviation Administration pursuant to 49 U.S.C. ยง47107 (the "Grant Assurances"). These Grant Assurances include Grant Assurance No. 22. This requires that the Port of Moses Lake allow use of the Airfield by all types, kinds, and classes of aeronautical activity, as well as by the general public. Grant Assurance No. 22 also provides that the Port of Moses Lake may "prohibit or limit any given type, kind, or class of aeronautical use of the airport if such action is reasonable and necessary for the safe operation of the airport or necessary to serve the civil aviation needs of the public." COMMISSION ACTION The Commission of the Port of Moses Lake will hold a public hearing and take all written and oral comments on the Proposal. The Commission may recess to an executive session, as appropriate, to discuss this Proposal with legal counsel. Thereafter, the Commission will take action with regard to the Proposal and any appropriate conditions consistent with the Grant Assurances.
