NOTICE OF DETERMINATION OF NONSIGNIFICANCE The Department of Ecology issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Construct sugar manufacturing processes in an existing structure within a 50-acre industrial site located at 3741 Road North, Moses Lake, WA. The project consists of constructing processes for biomass conversion of agriculture by-products such as corn cobs and stover to sugars and other miscellaneous products (xylose, xylitol, glucose, ethanol, and lactic acid). The proposed Xyleco facility lies within Township 19 North, Range 29 E., Lot 1, 159.3 acre total area, approximately 50-acre industrial, in Moses Lake, WA. After review of a completed environmental checklist and other information on file with the agency, The Department has determined this proposal will not have a probable significant adverse impact on the environment. NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT PERMIT NO.: ST0008096 APPLICANT: Wahluke Wine Company PO Box 878, Mattawa, WA 99349 FACILITY: Wahluke Wine Company 23934 Road T.1 SW, Mattawa, WA 99349 Wahluke Wine Company has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC). Wahluke Wine Company presently owns and operates a winery wastewater treatment plant that discharges to both to the Port of Mattawa and land application and is designed for a maximum daily flow of 45,000 gallons per day and an average monthly flow of 14,000. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater with the appropriate permit limits and conditions. A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated. PUBLIC COMMENT AND INFORMATION The draft permit and fact sheet may be viewed at the Department of Ecology (Department) website at https://fortress.wa.gov/ecy/paris/PermitLookup.aspx.
