CITY OF QUINCY REQUEST FOR QUALIFICATIONS CITY ATTORNEY SERVICES Due Date: July 13, 2018 The City of Quincy is accepting proposals for contracted City Attorney services. Proposals are due to the City Clerk's Office by 5:00pm on July 13, 2018. The City seeks services encompassing the traditional scope of work including legal counsel, opinions, consultation and coordination with special counsel. Attendance at Council meetings is required. Attendance at various other meetings may be required occasionally. This position will not include prosecuting services. Delivery: Proposals may be mailed or hand-delivered to the City of Quincy, City Clerk, PO Box 338, 115 1st Avenue SW, Quincy, WA 98848. Minimum Qualifications: 1. Each attorney in the proposed team must possess a Juris Doctorate degree and have graduated from a law school accredited by the American Bar Association. 2. Each attorney in the proposed team must be a member in good standing of the Washington State Bar Association. The selected firm will be required to declare that it will represent the City to the exclusion of all other clients having potential conflicts with the interests of the City. 3. The proposed designated City Attorney should have a minimum of five years of experience in the field of general municipal law, with particular experience in land use, public works construction, public disclosure, personnel issues, public utilities, contract development and interpretation, and police matters desired. 4. Extensive knowledge of federal, state, and municipal statutes, case law, regulations and policies relevant to municipal government in areas of civil, land use, and administrative law; of legal procedures; and of courtroom procedures. PORT OF MOSES LAKE NOTICE OF TEMPORARY CLOSURE OF THE AIRFIELD FOR TESTING Notice is hereby given that the Board of Commissioners of the Port of Moses has unanimously agreed to allow specific short-term closures of the airfield for KC-46 flight testing on June 16, 2018 and June 17, 2018, a morning closure and an afternoon closure both days.
