PUBLIC NOTICE The City of Royal City is accepting public comment on the potential resolution of a conversion of park land that was acquired with a state grant from the Recreation and Conservation Office (RCO). In 1975, the city acquired approximately 8 acres for a public park. A condition of the grant is that the property acquired be owned and managed for public outdoor recreation use. In 1994, the property was sold for non-public use which created a conversion. RCO policy permits approval of a conversion when other land of equal value and public outdoor recreation usefulness is substituted. The city is submitting a request for approval of the conversion and replace it with a similar property of equal or greater value. The City of Royal City is requesting public comment from June 5, 2018 to July 6, 2018 on the alternatives being considered. The City is considering 12 parcels east of the current City Park that is currently vacant as the conversion property. An alternative location that was considered in the past was the land south of the water treatment plant on Road F or Apple Avenue. The public may also make suggestions for land replacement properties for the city to consider. DETERMINATION OF NONSIGNIFICANCE Description of proposal - NCR Basin ITS Phase 3 - This project proposes to construct a 100' communications tower and associated building for computer equipment and battery back-up for WSDOT Maintenance personnel. The tower will be used to boost radio signals to and from other WSDOT sites to improve the speed and reliability of communications and cameras in the surrounding area.
