Man charged with second-degree murder in death of Quincy woman

QUINCY — A Wenatchee man is being held on charges of second-degree murder after he allegedly ran into a vehicle driven by an ex-girlfriend, causing her car to roll over and killing her.

The incident occurred at about 12:30 a.m. Saturday about one mile east of Quincy, according to a report issued by the Washington State Patrol.

Carlos Carranza Ibarra, 26, was booked into the Grant County Jail on the murder charge, as well as outstanding warrants. He allegedly ran into a vehicle driven by Jessica Cuali, 24, Quincy.

According to the report, Cuali called 911 to report she was being followed by a car that she believed was driven by an ex-boyfriend, Carranza Ibarra. Carranza Ibarra allegedly ran into Cuali's car, causing it roll over; the car landed in an irrigation canal. Cuali was pronounced dead at the scene.

Carranza Ibarra then fled west toward Quincy, the report said. He was driving at a high rate of speed, and Quincy Police Department officers saw and pursued him.

Carranza Ibarra lost control of the car, running into a ditch at Southwest 13th Avenue and SR 28, the report said. He fled the scene on foot and escaped.

Officers located Carranza Ibarra at an address in Wenatchee, and he was arrested at about 10:40 p.m. Saturday. The case is still under investigation.
