City of Moses Lake Notice of Application with Optional DNS and Public Hearing Miguel Alanis of Moses Lake, submitted an application on December 21, 2017, for a Conditional Use Permit to construct a 1,800 square foot restaurant with drive-through lane at 321 W Broadway. There is access on Broadway but the primary access for the drive-thru will be from the alley off Cedar Street. The parcel is currently vacant and within 300 feet of the shoreline but has no lake frontage. The application was determined to be complete after additional information was submitted and ready for review on February 9, 2018. The project has been determined to be consistent with the City=s Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning, Title 20 Development Review Process, and City of Moses Lake Shorelines Management Plan. The Planning Commission will hold a public hearing for this project at 7:00 pm, March 15, 2018 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and has issued a Determination of Non-significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Responsibilities may include being the inspector on waterline construction projects, exercising valves, reading meters, responding to alarms within 30 minutes, being "on call" most weekends, general maintenance on pumps, cleaning water facilities, etc. The person selected should live within 25 miles of the Port office.
