PUBLIC NOTICE THE DEPARTMENT OF THE INTERIOR BUREAU OF RECLAMATION GOOSE ISLAND, POTHOLES RESERVOIR EPHRATA, WASHINGTON NOTICE IS HEREBY GIVEN THAT: The Bureau of Reclamation, in accordance with 43 CFR 423 Subpart B, is providing public notice that Goose Island, in Potholes Reservoir, will be closed to the public from March 1 through September 15, 2018, during the dissuasion of the Caspian tern colonies on the island under the Inland Avian Predation Management Plan. There are no visitor facilities on the island. Public access will resume on September 16, 2018. NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held by the Grant County Board of County Commissioners (BOCC) in the Commissioners' Hearing Room located on the 1st floor of the Grant County Courthouse at 35 C Street NW in Ephrata, Washington, on Tuesday, February 20, 2018 at 4:00 p.m. The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive comments on proposed activities, particularly from lower income persons residing in the Grant and Adams County areas. Grant County intends to apply for CDBG funding in 2018 for the next cycle of funding the Public Services Grant; the County may also apply for CDBG General Purpose Grant funding. 2018 Public Services Grant Application and 2017 Project Performance It is anticipated that perhaps approximately $125,000 (but likely less) will be available to the County and Opportunities Industrialization Center of Washington (OIC of WA) to fund public service activities that principally benefit low and moderate income persons in Grant and Adams Counties. The draft application for the CDBG Public Service Grant proposal will be available for review at the Grant County Commissioners office on February 12th and afterwards. Comments may also be submitted in writing from the time of this notice until 2:00 p.m. on February 20th, 2018, to: June Strickler, Administrative Services Coordinator Grant County Board of County Commissioners 35 C Street NW / PO Box 37 Ephrata, WA 98823-0037 Comments on the County's and OIC of WA's past performance and use of their 2017 CDBG Public Service Grant award, Contract #17-62210-005, will also be received. 2018 General Purpose Grant Funding Application While Grant County does not anticipate at this time applying for a CDBG General Purpose Grant for planning or construction of public infrastructure, community facilities, affordable housing, or economic development, it hereby is providing notice that the possibility of applying for these funds in 2018 exists. Counties may submit only one CDBG request per fund each program year; one exception is for a second General Purpose Grant if one application is for a local microenterprise assistance program. A Spanish language interpreter will be available at the public hearing. The Commissioners' Hearing Room is handicap accessible, and located on the first floor of the Courthouse.
