NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held by the Grant County Board of County Commissioners (BOCC) in the Commissioners' Hearing Room located on the 1st floor of the Grant County Courthouse at 35 C Street NW in Ephrata, Washington, on Tuesday, February 20, 2018 at 4:00 p.m. The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive comments on proposed activities, particularly from lower income persons residing in the Grant and Adams County areas. Grant County intends to apply for CDBG funding in 2018 for the next cycle of funding the Public Services Grant; the County may also apply for CDBG General Purpose Grant funding. 2018 Public Services Grant Application and 2017 Project Performance It is anticipated that perhaps approximately $125,000 (but likely less) will be available to the County and Opportunities Industrialization Center of Washington (OIC of WA) to fund public service activities that principally benefit low and moderate income persons in Grant and Adams Counties. The draft application for the CDBG Public Service Grant proposal will be available for review at the Grant County Commissioners office on February 12th and afterwards. Counties may submit only one CDBG request per fund each program year; one exception is for a second General Purpose Grant if one application is for a local microenterprise assistance program. A Spanish language interpreter will be available at the public hearing. The Commissioners' Hearing Room is handicap accessible, and located on the first floor of the Courthouse. REQUEST FOR QUALIFICATIONS PORT OF MOSES LAKE. (Grant County Port District #10) 7810 Andrews St NE Suite 200 Moses Lake, WA 98837 In accordance with Washington State RCW 39.80 The Port of Moses Lake (Port) is seeking qualified candidates to assist in Real Estate Right of Way (ROW) for the Northern Columbia Basin Rail Project (NCBR). The consultant must meet the applicable state licensing, education and requirements as detailed in the WSDOT Local Agency Guidelines (LAG) and ROW Manuals. At a minimum, this must be a current, valid real estate salesperson's license issued by the State of Washington. Consultant fee negotiators must also have either an Associate Degree in real estate or a Bachelor's Degree or equivalent experience. In addition, they must have two years full-time experience in real estate acquisition, sales leasing, appraisal, title, escrow, or property management. One year of experience must be in eminent domain acquisition performed according to the provisions of the Uniform Act. Additional experience in eminent domain acquisition can replace education on a year-for-year basis. Consultant must have knowledge and experience in following the Right of Way Procedures as required in Chapter 25 of the WSDOT LAG Manual M 36-63.34 October 2017, including but not limited to requiring the use of diaries in the documentation of ROW activities provided by the consultant. All activities provided by the consultant must meet applicable federal, state and local laws covering the purchase of ROW for federally and state funded projects.
