Notice of Application & Proposed Mitigated Determination of Non-Significance Date of Notice: December 27, 2018 Notice is hereby given that a JARPA (Substantial Shoreline Development Permit/ Floodplain Development Permit Application) and SEPA Checklist received by Grant County on March 26, 2018 from Troy Wiley (Designated Contact: Broughton Construction, LLC, Eldon Broughton, 2403 Westshore Drive NE, Moses Lake, WA 98837, 509-750-9051) was found to be technically complete on December 19, 2018. Project must comply with the proposed mitigation plan as submitted in the application materials and as endorsed by Vincent Barthels, Biologist for T-O Engineers. 3. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to install an 8-ft. by 25-ft. (200 sq. ft.) dock with approximately 10-ft. by 10-ft. boat lift and 60 sq. ft. concrete ballast. This proposal also includes a 400 sq. ft. gravel pathway to the dock. MOSES LAKE DREDGE PROJECT The Moses Lake Irrigation and Rehabilitation District (MLIRD) requests comprehensive bids to remove an estimated 50,000 cubic yards of sediment material from the west side of the Alder Street Fill (Stratford Road), in Moses Lake. This effort will hydraulically dredge and pump sediment material to a site located approximately 3,000 feet away where contractor's suitable handling process, designed/engineered and clearly identified in your proposal will ensure all return water back to Moses Lake remains under 5 NTU over background for Turbidity at all times. Each bidder must submit a detailed and specific sediment management plan to remain within 5 NTU spec. This project will tentatively begin on July 1, 2019 and conclude no later than October 31, 2019. Each bidder must provide a summary of all similar freshwater dredging jobs it has performed over the preceding ten years that includes contact information for the owner or public entity for whom the dredging was performed. The selected contractor must be legal to operate & perform professional work of this nature in Washington State and have demonstrated experience and qualifications with a solid, comprehensive plan to have suitable dredging equipment with any and all project equipment on-site by June 1, 2019 to be considered. Additionally, each bidder must agree to the following: MLIRD reserves the right to make the final bid determination based on all information available to MLIRD, including but not limited to the bid submittal and information learned regarding prior work.
