PUBLIC NOTICE Columbia Basin Hotel Partners LLC, Jeff Sharp, 1 Victory Dr Ste 200 Liberty, MO 64068-1974, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Hampton Inn, is located at: 2400 S Maiers Rd in Moses Lake in Grant county. This project involves 2.23 acres of soil disturbance for Commercial construction activities. All discharges and runoff goes to ground water. NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT PERMIT: WA0021067 APPLICANT: City of Quincy PO Box 338, Quincy, WA 98848 FACILITY: Quincy Industrial Wastewater Treatment Facility 18605 Road 9 NW, Quincy, WA 98848 The City of Quincy has applied for renewal of its National Pollutant Discharge Elimination System (NPDES) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act. The City presently owns and operates the Quincy Industrial Wastewater Treatment Facility and contracts the operation of the facility to Woodard & Curran. The facility receives process wastewater year-round from a potato and vegetable processor. They discharge treated and disinfected wastewater to the Bureau of Reclamation's wasteway DW237 which is part of the Federal Columbia Basin Irrigation Project. The facility is designed to handle an average monthly flow of 4.89 million gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater with the appropriate permit limits and conditions. A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated. PUBLIC COMMENT AND INFORMATION The draft permit and fact sheet can be viewed at the Department of Ecology (Department) website at https://fortress.wa.gov/ecy/paris/PermitLookup.aspx. The application, fact sheet, proposed permit, and other related documents are also available at the Department's Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m., weekdays.
