MOSES LAKE DREDGE PROJECT INVITATION FOR BIDS The Moses Lake Irrigation and Rehabilitation District (MLIRD) respectfully requests comprehensive BID proposals to remove an estimated 50,000 cubic yards of sediment material from the southwest side of the Alder Street Fill in Moses Lake (known as 'the island'. This effort will hydraulically dredge and pump sediment material to a fixed dewatering site located approximately 3,000 feet away where your dewatering process, designed/engineered and clearly identified in your BID proposal will ensure all return water back to Moses Lake remains under 5 NTU Turbidity at all times. Your plan to remain within 5 NTU spec should be clearly identified in your BID proposal. This project will tentatively begin on July 1, 2018 and conclude by October 31, 2018. Contractor must have all required permits or licenses for professional work of this nature in Washington State, plus demonstrated experience and qualifications with a plan to have suitable dredging and dewatering equipment onsite, to be considered. Additionally: MLIRD reserves the right to make the final BID proposal determination MLIRD will supply 10" floating discharge line between dredge and dewater pond area but contractor may supply their own. Contractor to supply dredge and dewatering equipment + plan, suitable for project with appropriate algorithm for dewatering material within permit specifications. Selected Contractor will be responsible for notices, signs, and agency reporting to include any and all required notifications. All project chemicals used in dewatering process must be identified in BID proposal and approved for aquatic use. Proposed chemicals must be used pursuant to label instructions and current best practices. Proof of $5,000,000 insurance showing MLIRD and MLIRD staff as additional insured required w/BID proposal. GPS tracking equipment required with project GIS shapefiles provided to MLIRD at project close. Other than dewatered material handling, all project personnel and equipment to be supplied by Contractor Contractor encouraged to site-visit proposed project location prior to submittal to ensure final BID proposal will meet MLIRD requirements. Contractor must provide list of application jobs over past ten years with references for each job. Contractor must provide a copy of proof of Washington State worker's compensation insurance. Contractor must agree to the terms and conditions established by MLIRD for this contract (copy included in Project Packet available at district). Contractor MUST operate at all times within scope of project permit requirements in a safe manner. Deliverables: 10 paper copies of: Detailed comprehensive written Final Report showing amount and locations of sediment removed, and including GPS tracks provided through electronic means of shapefiles and acoustic bathymetry survey that includes project 'as-found' condition(s) from project start. MLIRD reserves the right to reject any or all submittals for any reason or no reason, to waive any or all irregularities if such waiver is deemed to be in the best interests of MLIRD, and select the BID proposal that in the BID review team's judgment, best serves the needs of MLIRD.
