Frederick 'Fred' M. Milligan-Haynes

Frederick “Fred” M. Milligan-Haynes, 69, passed away May 26, 2017, in Wenatchee, Wash. Fred was born on Nov. 30, 1947 to Donald and Alyce Haynes (both deceased) of Spokane, along with older brother Donald Milligan of Kent, Wash. Fred attended St. Aloysius and St. Patrick’s, and graduated from John R. Rogers High School in 1966. He excelled in football and baseball. Upon graduation, Fred attended Spokane Community College and later graduated from Big Bend Community College.

Fred enlisted in the United States Marine Corps and was assigned to Fleet Marine Corps Pacific during the Vietnam War. After active duty, Fred continued to serve in the Marine Corps Reserve, attaining the rank of Staff Sergeant. In 1991, Fred retired from the United States Army Reserve after attaining the rank of Sergeant First Class with a total of 24 years of active and reserve service. He was recognized for many service awards. In 1970, Fred joined the City of Moses Lake Police Department as a police officer.

By 1985, he was promoted to the rank of Chief of Police, serving 20 of the 33 years. Fred had a total of over 40 years in law enforcement, receiving several citations and awards.

Fred leaves behind his devoted wife of 21 years Donna Johnson Haynes; son Chris and his wife Michele Haynes of Pocasset, Okla; son Major (USA) Chad and his wife,Timmy Milligan; daughter Cori and her husband Derek Hudson of Spokane, Wash.; son Shea Haynes of Yakima, Wash.; son Cameron and his wife Claire Haynes of Salt Lake City, Utah; daughter Courtney Haynes of Spokane, Wash.; stepdaughter Kerry and her husband MicHael Moore of Vancouver, Wash. and stepdaughter Kacey and her husband Miguel Perez of Moses Lake, Wash. Fred also leaves behind 16 grandchildren, five cousins, two nieces and one nephew.

Memorial services in conjunction with Military and Police Honors will be on Wednesday, May 31, 2017 at Immanuel Lutheran Church at 1 p.m. In lieu of flowers, donations may be made to the Cancer Society, Shriners, St. Jude Hospital for children, and Immanuel Lutheran Church.
