PUBLIC NOTICE THE DEPARTMENT OF THE INTERIOR BUREAU OF RECLAMATION COLUMBIA BASIN PROJECT, WASHINGTON NOTICE IS HEREBY GIVEN THAT: The Department of the Interior, through the Bureau of Reclamation, proposes during calendar years 2017 and 2018, with respect to contracts for the use of surface water for Municipal and Industrial (M&I) and miscellaneous purposes within the Columbia Basin Project, Washington to execute or approve new contracts, successor-in-interest documents, replacement contracts, amendments for minor changes in the water described therein. The contract actions may involve reassignments, changes in the place or type of use of the M&I surface water. Any changes would be in accordance with the State of Washington water right statutes and Federal Reclamation Law. NOTICE OF MEETING OF THE GRANT COUNTY BOARD OF EQUALIZATION EPHRATA - Notice is hereby given that the Grant County Board of Equalization will convene at 9:00 a.m. on July 17, 2017, at the Grant County Courthouse, Wanapum Conference Room, 3rd floor, 35 C St. NW, Ephrata, Washington, and will continue in session and adjourn from time to time for a period of not less than three (3) days, and not to exceed twenty-eight (28) days. Thereafter, meetings will be held on Thursday and Fridays, and at other times as required, to publicly examine and equalize the assessments extended in the current year on the taxable property of Grant County, for taxes to be levied in the year 2018, and to correct all errors in valuation, description or qualities of property by the assessor. STATE OF WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF REVISION TO AN AIR POLLUTION SOURCE The Department of Ecology received an application to revise a Notice of Construction Approval Order for an existing air pollution source. Vantage Data Center proposes to make revisions at its Quincy facility called Project Riker, located at 2101 M Street NE, Quincy, Washington, in Grant County. In 2013, Ecology issued an air permit which allowed Vantage to install and operate 17 diesel-powered generators. After conducting performance tests on a set of engines at the facility, Vantage determined the emission controls did not function as designed, and they could not meet emission limits specified in their permit. In August 2016, Vantage resubmitted application materials to reflect changes in emissions resulting from the removal of add-on emission controls on five existing engines and the elimination of the requirement to install the controls on the remaining 12 engines originally permitted in 2013. Vantage also requested flexibility in how they operate their engines, and proposed increased stack heights on the 12 engines that have not yet been installed. After review of the completed application and other information, Ecology determined this project meets all requirements specified in Chapter 173-400 WAC.
