Councilman's move raises questions

I have a few questions concerning the recent City Council news:

1. How long has one council member been a non-city resident?

2. When did the councilman become ineligible to vote because he did not live in the city?

3. How does that effect the validity of the 2016 and 2017 council actions?

4. Are all the votes during that period valid or invalid?

5. Are the $20 vehicle license fees, and other actions since, legal?

6. What about all of the other items passed or failed?

7. Who knew about the ineligible councilperson’s county residence?
