Reclamation Announces Negotiations with the East Columbia Basin Irrigation District for Amendment of Renewal Master Water Service Contract The Bureau of Reclamation invites interested members of the public to observe a working session with the East Columbia Basin Irrigation District (District). The purpose of this session will be for Reclamation and the District to arrive at mutually agreeable terms and conditions for a proposed amendment to Renewal Master Water Service Contract No. 159E101882 that would, among other things, authorize the District to provide Columbia Basin Project irrigation water as groundwater replacement irrigation water service to up to an additional 70,000 acres of irrigable lands located within the Odessa Subarea and within the service area of the District. The contract amendment will reflect existing Federal Reclamation law and policy governing water service contracts. The goal of the negotiations is to arrive at a mutually agreeable contract. The negotiation session will be held: July 17, 2017 at 9:00 a.m. Yakima Educational Service District 105 Greenough Conference Center - Yakima Conference Room 33 South Second Ave. Yakima, WA 98902 (509)-575- 2885 Directions from I-82 South bound: Take Exit 33B and turn Right onto Yakima Ave. Take Yakima Ave through all the way through downtown crossing both sets of railroad tracks and turn Left on 2 nd Avenue (not 2 nd Street). ESD 105 encompasses almost all of the block on the left. Greenough Conference Center is the long building in the middle. Parking is available in front of the buildings, on the south side of the Student Success Center, across the street from the Conference Center, and at the back side of the Conference Center and the Allen Business Building. The negotiation is not the end of the process leading to a contracting action. Information gathered during the session will be used by Reclamation staff to formulate a proposed decision by the Pacific Northwest Regional Director in her capacity as the designated Contracting Officer for the United States. Only persons authorized to act on behalf of the contracting parties may negotiate the terms and conditions of the contract amendment which is the subject of this negotiation session. However, interested parties are welcome to attend and will have the opportunity to provide comments regarding this contracting action. The negotiators do not plan to respond at the session to comments from observers. If determined necessary by the parties, a follow-up working session will be held on July 24 at 9:00 a.m. at EDS 105, Greenough Conference Center - Yakima Conference Room.
