Notice of Application and Proposed Mitigated Determination of Non-Significance Date of Notice: February 7, 2017 Notice is hereby given that a Grading Permit application and a SEPA Checklist received by Grant County on January 20, 2017 from Skone & Connors Produce, Inc. (Designated Contacts: Steve Connors, Bart Connors, PO Box 339, Warden, WA 98857, 509-349-2391) were found to be technically complete on January 30, 2017. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. This Mitigated Determination of Non-Significance (MDNS) is issued solely for the scope of work inclusive of filling and/or grading of approximately 6,350 cubic yards of dirt for the purpose of creating an irrigation water retention reservoir on the subject parcel as described herein. Any other intended scope of work shall require additional land use permitting and review under Grant County Code. 2. The landowners/applicants are responsible to determine if any other permits and/or licenses will be required by other local, state, and federal agencies. The landowners/applicants shall acquire all such permits and/or licenses as required. 3. Best Management Practices (BMPs) shall be utilized as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. Dust and emissions to the air will be controlled by using water on-site for dust control as needed. 4. All development shall be installed in such a manner so as to prevent run-off from the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. 5. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, odors, or pollution which exceeds applicable local, state, or federal standards. PROJECT: This proposal is for the cutting and filling of approximately 6,350 cubic yards of earth, for the purpose of creating an approximately 3,000,000-gallon irrigation water retention reservoir on an approximately 138.27-acre parcel in the Agriculture zoning district of Grant County. ADDITIONAL PERMITS REQUIRED: Grading Permit. STUDIES REQUIRED: None. LOCATION: The subject area is an approximately 3.4-acre portion of Parcel #21-0028-000. The subject area is located approximately 4 miles west of Potholes Reservoir and the west end of O'Sullivan Dam, and approximately 2.45 miles east of the intersection of State Highway 282 and Frenchman Hills Road SE, and approximately 0.43 miles west of the intersection of State Highway 282 and Road D.4 SE, and in the SE quarter of Section 15, Township 17 North, Range 27 East, WM, Grant County, WA.
