Notice of Application and Proposed Mitigated Determination of Non-Significance Date of Notice: October 28, 2016 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit Application) and SEPA Checklist received by Grant County on August 1, 2016 from Joe & Denyse Ottmar (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on October 19, 2016. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Development shall comply with applicable state and federal laws for the protection of archaeological and historic resources. If human remains are discovered during ground-disturbing activities, all development activity shall cease immediately and the applicant, or his contractor or agent, shall immediately contact the Shoreline Administrative Official and the WA State Dept. of Archaeological & Historic Preservation for further instruction. 2. The landowner/applicant shall comply with all findings and recommendations of "Archaeological Review & Survey of Parcel 31-3370-000, Grant County, Washington" (dated October 18, 2016) prepared by Plateau Archaeological Investigations, LLC of Pullman, WA. 3. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the project site, thereby lessening sedimentation and erosion, (e) Any rocks moved during placement of support legs for the dock, or during installation of the boatlift and/or the jet ski lift, must be deposited underneath the dock thereby enhancing habitat for native wildlife. 4. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project as proposed. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept. of Fish and Wildlife. 5. The landowner/applicant shall establish mitigation plantings on site. A minimum of 842 sq. feet of mitigation plantings will be required for this project. Mitigation plantings shall be species from the Grant County Native Plants List. 6. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the OHWM). PROJECT: A Shoreline Substantial Development Permit to enable the construction of a 4-ft. wide x 20-ft. long freestanding ramp connecting to a 6-ft. wide x 20-ft. long freestanding dock on an approximately 4.18-acre parcel in the Shoreline Development 1 zoning district of Grant County. The overall length of both structures combined will be 40 feet. This proposal also includes a 9-ft. wide x 10-ft. long freestanding boatlift and a 6-ft.wide x 12-ft. long freestanding dual jet ski lift to be located along the sides of the dock. Also included in this proposal is an 8-ft. wide x approximately 60-ft. long gravel access path through the shoreline environment, limited removal of native wetland vegetation (10-ft. wide) in order to enable installation of the ramp and dock, and limited/conditioned use of a trackhoe in order to (only) remove and relocate surface rocks from the lakebed (no excavation will be allowed). ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: Archaeological Resources Survey Report, Wetland Delineation.
