LEGAL NOTICE The Washington Department of Fish and Wildlife (WDFW) will treat Vic Meyers, Mirror, Park, Blue, Alkali lakes and all connected surface water inlets and outlets in Grant County with the pesticide rotenone. The dates of the treatments will be October 24th to 28th for Blue and Alkali lakes and all inlets and outlets and November 1st to 4th for Vic Meyers, Mirror, Park lakes and all inlets and outlets. Typically, lake rehabilitations only take one to three days to complete, however, treatments may take more time depending upon weather, equipment breakdowns, logistical constraints, and/or water quality conditions. The pesticide to be used is an organic and naturally occurring compound called rotenone. Rotenone is non-persistent in the environment and non-toxic to humans, livestock, and other warm-blooded animals at levels used to eradicate fish. The pesticide and active ingredients to be used are powdered rotenone at 5.0-8.0% active ingredient and liquid rotenone at 5.0% active ingredient. The targeted total concentration of rotenone product in the water is less than or equal to 4.0 parts per million. Lake rehabilitation involves the treatment of water with rotenone to eradicate undesirable fish species. The undesirable fish species for this project include yellow perch, smallmouth bass, largemouth bass, pumpkinseed sunfish, bluegill, and bullhead catfish. These species have overpopulated the lakes and have negatively impacted the desired recreational trout fishery. During treatment, notices will be posted along the shorelines, at public boat launches, and other areas of normal access to the lake. Please obey the following water use restrictions within the marked treatment areas: 1.) No fish can be taken or eaten from the lake and drainage during the treatment period. 2.) Do not use water to irrigate crops during the treatment period. 3.) Do not use the lake or drainage as a potable water source during treatment period. 4.) Do not swim in the lake or drainage until the product is thoroughly mixed. The above list details the water use restrictions applicable to the aforementioned waters for the duration of rotenone toxicity. Rotenone toxicity normally lasts one to four weeks, but may persist for up to eight weeks depending upon water quality conditions. Water testing will be done to determine lake toxicity, and water use restrictions will be removed when the aforementioned waters detoxify. STATE OF WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE The State of Washington Department of Ecology (Ecology) received an application to revise a Notice of Construction (NOC) Approval Order for an existing air pollution source in Quincy, WA. The Microsoft Corporation located at One Microsoft Way in Redmond, WA 98052, requests a revision of their existing permit, Approval Order 14AQ-E537 issued on August 15, 2014. On April 8, 2016, Ecology received an NOC from Microsoft requesting revisions and changing the facility name from Microsoft Oxford to MWH Data Center (or MWH). The revised permit is to cover operation of existing and new emissions units. The primary air contaminant sources at the facility consist of 37 previously approved electric backup generators powered by diesel engines to provide emergency backup power to the facility. Eight new engines are being requested to serve as reserve to the primary backup generators. MWH is located at 1515 Port Industrial Parkway in Quincy, WA, Grant County. The application was considered complete on September 20, 2016.
