2016 Waterline Improvements Project

Sealed bids must be received by mail, recognized carrier, or hand delivery to the office of

the Board of County Commissioners, located on the second floor of the Courthouse Annex building in Room 206, at 35 C Street NW (PO Box 37), Ephrata, Washington 98823 on or

before 11:00 a.m. on Friday, June 17, 2016 for the Royal Water District 2016 Water Improvements Project.

Bids will be opened in a public hearing at 11:10 a.m. in a different location: the

Commissioners' Hearing Room, located on the first floor of the Courthouse Annex building

in Room 101.

The project generally consists of the following work:

The base bid will replace waterlines serving the Royal Camp community located near the intersection of SR262 and Road 12 SW in southern Grant County, WA. Work consists of constructing approximately 4,315 feet of 8-inch PVC water line, valves, reconnecting existing service lines, new water meter assemblies, new fire hydrants, surface restoration, asphalt patching and related appurtenances. Additional work includes demolition and removal of existing concrete water storage reservoir, construction of new 105,000 gallon cast-in-place concrete water storage reservoir, electrical and control upgrades at reservoir site and existing wellhouse and related improvements.

Additive Alternate 1 includes approximately 1,350 linear feet of additional water main replacement and related improvements.

Additive Alternate 2 includes approximately 90 linear feet of 6-inch water line, 134 linear feet of 8-inch water line replacement and related improvements.

Fifty (50) working days will be allowed to complete the base bid work. Nine (9) additional working days will be provided if Additive Alternate 1 is awarded and one (1) additional working day will be provided if Additive Alternate 2 is awarded.

Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier's check, or bid bond, payable to the Grant County, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

Contract documents may be procured from Century West Engineering upon payment of a $40.00 non-refundable plan fee for each set. A Pre-Bid meeting will be held at the Royal Camp Community Hall, 11703 First Ave SE, at 11:00 a.m. on Monday, June 6, 2016 to answer questions about the project. This project is funded through the Washington State Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development. All work performed will be subject to the higher of prevailing State or federal Davis-Bacon wage rates. Award of the construction contract is contingent upon approval by the funding agency.

Grant County shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.

As a recipient of federal Community Development Block Grant (CDBG) funds through the United States Department of Housing and Urban Development (HUD) received through the State of Washington, the Board of County Commissioners for Grant County, Washington (BOCC) is required to comply with Section 3 of the Housing and Urban Development Act of 1968 (as amended). This is HUD's legislative directive for providing preference to low and very low income residents of the local community (regardless of race or gender), and the businesses that substantially employ these persons, for new employment, training, and contracting opportunities resulting from HUD-funded projects. This Section 3 Plan is specifically adopted and enacted for CDBG projects.

Section 3 requires the BOCC to ensure, to the greatest extent feasible and consistent with existing federal, state and local laws and regulations, that employment and contracting opportunities are provided to low and very low income persons on projects awarded with CDBG funds exceeding $100,000.00. The BOCC is to encourage geographic preference in the evaluation of bids and proposals on CDBG projects the greatest extent feasible.
