AND ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENTATION

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct

a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Zone Changes submitted in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with State Law RCW 36.70A.

NOTICE IS ALSO GIVEN, that the Grant County Planning Commission will consider review

of the State Environmental Policy Act SEPA addendum to the September, 1999 Final Environmental Impact Statement as adopted and prepared in accordance with the State Environmental Policy Act (SEPA) RCW 43.21.C. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and any proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request.

DESCRIPTION OF CURRENT PROPOSALS:

Non-project proposals to consider the adoption of amendments to the Grant County 2006 GMA Comprehensive Plan. Proposed amendments considered for adoption include site-specific land use designation changes, changes to Figure 5-5, Future Land use Map, an Amendment to a UGA; and Zone Changes. The proposed amendments specifically include proposals submitted by the following list of applicants and will be heard by the Planning Commission on Wednesday,

June 22, 2016 at 7 p.m. in the Grant County Commissioners Hearing Room on the bottom

floor of the Grant County Courthouse in Ephrata, Washington, at which time any person may appear and be heard either for or against the approval of the proposed amendments to be considered at the public hearing. Anyone who wishes to submit written comments on

the proposed amendments must do so by the end of business hours on June 7, 2016. A

summary of the site specific proposals are listed below:

1) P 16-0114 - Laurent's Sun Village - Blue Lake, Change from Rural Remote to Shoreline Development.

2) P 16-0122 - Clint Brown - Rural Ephrata, Change from Rural Remote to Rural Residential 1.

3) P 16-0129 - CPM Development - Rural Royal City, Mineral Resource Overlay request.

4) P 16-0138 - Coulee City - Coulee City, UGA Expansion, Change from Rural Residential 1/Agriculture to Low Density Residential. Also change from Medium Density Residential to Public Facility.

Copies of the proposed amendment applications, zone changes and Comprehensive Plan/FEIS and the 2016 Addendum to the EIS are available for review at the Grant County Planning Department, 264 West Division Avenue, Ephrata, WA. Additional background data, including the petitions for site specific land use re-designation and other amendments to the Comprehensive Plan, Zone changes and SEPA checklists prepared for proposed amendments, and other pertinent data is also available for public review.
