REQUEST FOR QUALIFICATIONS (RFQ)

FOR CONSTRUCTION MANAGEMENT SERVICES

Moses Lake School District (MLSD) seeks construction management services to act as an

agent and advocate for MLSD while working with an architectural and engineering firm for pre-planning bond services and potential post bond construction.

An engineering firm has been selected to conduct a pre-planning study/analysis of options for enrollment growth accommodation and facilities expansion at elementary and high school grade levels (and other grade levels if the need emerges over the course of the analysis). The primary goal for architectural and engineering services is to study/analyze facility expansion options, and the consequent impacts for student housing (both near-term and long-term), educational and extra-curricular outcomes, overall project costs, tax impacts, land acquisition needs, potential time/schedule scenarios, and other feasibility consequences for consideration by the MLSD.

Ultimately these services may lead to a 2017 bond measure and capital construction program to execute the findings from the pre-planning study.

MLSD seeks qualification statements from construction management firms or individuals with significant experience in commercial construction to conduct the oversight of this process. The construction management firm would be expected to act as an agent and advocate for the MLSD and participate in community meetings, feedback symposiums, board meetings, board study sessions, bond campaign and other areas as needed.

Applicant construction management firms shall submit a Statement of Qualifications consisting of a letter of interest (maximum 2 pages, single-sided), and relevant experience (maximum 20 pages, single-sided), including personnel proposed, personnel resumes and backgrounds, and representative planning and/or school projects which are potentially relevant and applicable to MLSD's circumstances. MLSD will review the submitted materials and reserves the right to conduct discussions/interviews with applicant firms with the goal of selecting the firm it deems most highly qualified.

Provide six (6) copies of Statements of Qualifications by 3:00 P.M., May 26th 2016 to:

Eric Johnson, Executive Director of Business and Operations, Moses Lake School District No. 161, 920 W. Ivy Avenue, Moses Lake, WA 98837. All questions regarding this application should be directed by email to erjohnson@mlsd.wednet.edu.
