ACTIVE WATER RIGHT CHANGE/TRANSFER APPLICATIONS

Public Notice is hereby given that the Franklin County Water Conservancy Board has received

seven (7) Applications for Change/Transfer and has accepted them for processing.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose of

use, change/transfer the place of use, and add points of diversion/withdrawal under Ground

Water Permit No. G3-24546P with a priority date of August 7, 1975; authorizes 1200 gpm,

609.6 acre-ft., for seasonal irrigation of 118 acres.

The existing points of withdrawal are 3 wells located within: NW1/4 NW1/4 of Section 12,

SW1/4 NW1/4 of Section 12, and NE1/4 NE1/4 of Section 11; all within T.9 N., R. 30

EWM. The existing place of use is within: the NW1/4 of Section 12, T.9 N., R. 30 EWM and

as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to the NW1/4 of Section 12, T.9 N., R. 30 EWM and to the City

of Pasco municipal water service area as described within the City of Pasco Water Supply

and Conservation Plan.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose of

use, change/transfer the place of use, and add points of diversion/withdrawal under Ground

Water Permit No. G3-25175P with a priority date of January 13, 1977; authorizes 1200

gpm, 520 acre-ft., for irrigation of 130 acres, from January 1 to December 31, each year.

The existing point of withdrawal is 1 well located within: SW1/4 SW1/4 of Section 3, T.9

N., R. 30 EWM. The existing place of use is within: the SE1/4 of Section 34, T.10 N., R. 30

EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to the SE1/4 of Section 34, T.10 N., R. 30 EWM and to the City

of Pasco municipal water service area as described within the City of Pasco Water Supply

and Conservation Plan.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose

of use, change/transfer the place of use, and add points of diversion/withdrawal under

Ground Water Permit No. G3-20245P with a priority date of June 2, 1972; authorizes 5200

gpm, 2101.6 acre-ft., for irrigation of 520 acres from February 1 to October 31, each year.

The existing points of withdrawal are 3 wells located within: SW1/4 of Section 3, SW1/4

of Section 3, and NW1/4 NW1/4 of Section 11; all within T.9 N., R. 30 EWM. The existing

place of use is within: Section 3, T.9 N., R. 30 EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to Section 3, T.9 N., R. 30 EWM and to the City of Pasco municipal

water service area as described within the City of Pasco Water Supply and Conservation Plan.

Ground Water Permit No. G3-20247P with a priority date of June 2, 1972; authorizes 5200

gpm, 2101.6 acre-ft., for irrigation of 520 acres from February 1 to October 1, each year.

The existing points of withdrawal are 4 wells located within: NE1/4 of Section 11, NW1/4 of

Section 11, SW1/4 of Section 11 and SE1/4 of Section 11; all within T.9 N., R. 30 EWM. The

existing place of use is within: the Section 11, T.9 N., R. 30 EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to Section 11, T.9 N., R. 30 EWM and to the City of Pasco municipal

water service area as described within the City of Pasco Water Supply and Conservation Plan.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose of

use, change/transfer the place of use, and add points of diversion/withdrawal under Ground

Water Permit No. G3-22491P with a priority date of February 4, 1974; authorizes 2160 gpm,

1037 acre-ft., for seasonal irrigation of 223 acres.

The existing points of withdrawal are 3 wells all located within: SW1/4 NE1/4 of Section 2,

T.9 N., R. 30 EWM. The existing place of use is within: the NW1/4 of Section 2 and W1/2

NE1/4 of Section 2, T.9 N., R. 30 EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to the NW1/4 of Section 2 and W1/2 NE1/4 of Section 2, T.9 N.,

R. 30 EWM and to the City of Pasco municipal water service area as described within the

City of Pasco Water Supply and Conservation Plan.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose of

use, change/transfer the place of use, and add points of diversion/withdrawal under Ground

Water Permit No. G3-22499P with a priority date of February 4, 1974; authorizes 1440 gpm,

744 acre-ft., for seasonal irrigation of 160 acres.

The existing points of withdrawal are 3 wells all located within: SW1/4 NE1/4 of Section 2,

T.9 N., R. 30 EWM. The existing place of use is within: the SW1/4 of Section 34, T.10 N.,

R. 30 EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of

Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose

to change the place of use to the SW1/4 of Section 34, T.10 N., R. 30 EWM and to the City

of Pasco municipal water service area as described within the City of Pasco Water Supply

and Conservation Plan.

The City of Pasco, P.O. Box 293, Pasco, WA 99301 has applied to change the purpose of

use, change/transfer the place of use, and add points of diversion/withdrawal under Ground

Water Permit No. G3-23867P with a priority date of October 24, 1974; authorizes 2400 gpm,

1116 acre-ft., for seasonal irrigation of 240 acres.

The existing points of withdrawal are 3 wells all located within: SW1/4 NE1/4 of Section 2, T.9 N., R. 30 EWM. The existing place of use is within: the SW1/4 of Section 2 and E1/2 NE1/4 of Section 2, T.9 N., R. 30 EWM and as described in permit.

That they propose to add two (2) points of diversion located within the SW1/4 NE1/4 of Section 31, T.9N, R.30 EWM., and NW1/4 of Section 18, T.9N, R.29 EWM.

That they propose to change the purpose of use to municipal, year round. That they propose to change the place of use to the SW1/4 of Section 2 and E1/2 NE1/4 of Section 2, T.9 N., R. 30 EWM and to the City of Pasco municipal water service area as described within the City of Pasco Water Supply and Conservation Plan.

Under WADOE Rule WAC 173-153 and other agency regulations, any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from the last date of publication.

Any interested party may submit comments, objections, and other information to the Water Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Water Board held to discuss or decide on the application. Comments should include: name, address, and phone number of commenting party; identification of the change/transfer receiving comments; and detailed information or documentation to substantiate facts presented within the comments. All comments are noted within the Report of Examination and Record of Decision affecting the subject application. This application will be on the Water Board agenda during its regular meetings, contact the Water Board for meeting schedules.
