Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that a SEPA Checklist received by Grant County on November 13, 2015 from Growhouses Washington LLC (Designated Contact: Del Greene, Columbia Northwest Engineering, 249 N. Elder Street, Moses Lake, WA 98837, 509-766-1226) was found to be technically complete on November 24, 2015.

Notice is hereby given that a SEPA Checklist received by Grant County on November 13, 2015 from Growhouses Washington LLC (Designated Contact: Del Greene, Columbia Northwest Engineering, 249 N. Elder Street, Moses Lake, WA 98837, 509-766-1226) was found to be technically complete on November 24, 2015. A Site Plan Review application received by Grant County on February 18, 2016 from Growhouses Washington LLC was found to be technically complete on March 2, 2016. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of

the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if any other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, odors, or pollution which exceeds applicable local, state, or federal standards. 3. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. Best Management Practices (BMPs) shall be used as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. 4. Dust and emissions to the air associated with the development will be controlled by utilizing Best Management Practices (BMPs) and dust control during construction. Water shall be used on-site for dust control as needed during construction. 5. Stormwater will be controlled and disposed of on-site via retention ponds and swales for disposal via infiltration and evaporation, as so described in the submitted application materials. A Grading and Stormwater and Drainage Control Plan shall be prepared in conformance with the standards and requirements of Grant County and the Stormwater Management Manual for Eastern Washington. 6. As indicated in the application materials, chemigation and fertigation will be in compliance with Washington State Department of Agriculture (WSDA) regulations, standards, and requirements. 7. As indicated in the application materials, all vegetative waste will be disposed of in conformance with all applicable state (WAC 314-55) and local laws and regulations. Waste materials will be handled, contained, and managed on-site in conformance with applicable local, state, and federal regulations and standards to minimize and contain the potential for waste materials to enter ground or surface water. PROJECT: This proposal is for the construction and operation of a 90 ft. x 120 ft. (approximately 10,800 square ft.) greenhouse and two 30,000-square ft. outdoor growing areas for agriculture uses and agriculture-related activities on a portion of an approximately 581.89-acre parcel in the Urban Heavy Industrial zoning district of Grant County. A boiler/electrical room (approximately 240 square ft. in size) will be attached to the greenhouse. (The total structure footprint will be approximately 11,040 square ft.) Proposed site preparation includes on-site grading, trenching, excavation, and cutting and filling totaling approximately 25,000 to 30,000 cubic yards. ADDITIONAL PERMITS REQUIRED: Building Permits. STUDIES REQUIRED: Wetland Delineation Evaluation completed 10-28-15. LOCATION: The subject area is an approximately 33.41-acre portion of Parcel #31-3357-000. The site address of the subject parcel is 13055 Road 2 NE, Moses Lake, WA. The subject area is located approximately 1.75 miles northeast of the intersection of Interstate 90 and State Highway 17 (Exit 179), and approximately 1 mile east of the intersection of Nelson Road NE and Road L NE, and in the NW quarter of Section 29, Township 19 North, Range 29 East, WM, Grant County, WA. PRESENT ZONING: Urban Heavy Industrial. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
