Notice of Application and Proposed Determination of Non-Significance

Notice is hereby given that a JARPA (Shoreline Permit Application) and SEPA Checklist received by Grant County on February 29, 2016 from Grant County Public Works (Designated Contact: Andy Booth, 124 Enterprise St. SE, Ephrata, WA 98823) were found to be technically complete on March 7, 2016. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used.

PROJECT: The maintenance and repair of 2 existing 6-foot wide by 40-foot long corrugated metal pipes on Lower Crab Creek and Rd B SE. The pipes have severe deterioration so a concrete pipe-liner will be installed along the interior length of the culvert pipes. Grant County Public Works is proposing to dewater one pipe, sending the entire flow through one pipe and line the other with concrete cloth half way up the pipe wall. After completion of the first pipe water will be transferred to the other pipe to perform maintenance on the second pipe. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: None. LOCATION: The project site is on B Rd SE, 2.3 miles south of State Route 26. The project is located along the boundary of Section 5, Township 15 N, Range 27 E, and Section 4, Township 15 N, Range 27 E, W.M., Grant County, WA (Parcel #s 16-1107-000 & 16-1106-000). SHORELINE ENVIRONMENT DESIGNATION: Rural Conservancy. PRESENT ZONING: Agriculture. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
