Notice of Application and Public Hearing

The Moses Lake Irrigation and Rehabilitation District submitted an application for a Substantial Shoreline Development Permit, Shoreline Conditional Use Permit, and C-R Zone Conditional Use Permit on November 23, 2015. Additional information was submitted on January 23 and February 19, 2016. The application was determined to be substantially complete and ready for review on February 26, 2016. The proposed project location is Parker Horn in Moses Lake, mostly upstream of Neppel Crossing (Stratford Road). The proposal is to continue the hydraulic dredging of Parker Horn. In total, up to 300,000 cubic yards of sediment will be removed with a hydraulic dredge and pumped to upland dewatering basins. After dewatering, the sediment will be moved to stockpiles for further drying before being hauled offsite. The project has been determined to be consistent with the City's Comprehensive Plan and the following Development Regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 18 Zoning, Title 19.06 Wetlands, and Title 20 Development Review Process; City of Moses Lake Shorelines Management Master Plan.

The Planning Commission will hold a public hearing for this project at 7:00 pm, April 14, 2016 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment.

Comments on this proposal from public agencies with jurisdiction and comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on April 6, 2016. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing. Public comment may be provided up to the date of the

public hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
