NOTICE TO CONTRACTORS
Sealed bids, plainly marked “BID FOR Ephrata Landfill MPE Pilot Study Interim Action Pretreatment Facility and Evaporation Pond”, will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 206, Ephrata, WA, 98823, until 1:30 P.M., June 28, 2016, and will then and there, in the commissioners hearing room, be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.
Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non refundable).
Informational copies of the maps, plans and specifications are on file for inspection at the Grant County Public Works Building, 124 Enterprise St. S.E., Ephrata, WA 98823, and in various plan centers located in Washington.
The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of this contract, if made, will be to the lowest responsible bidder.

Ephrata Landfill MPE Pilot Study Interim Action
Pretreatment Facility and Evaporation Pond
Grant County Public Works is developing facilities at the Ephrata Landfill to support a multi phase extraction (MPE) pilot study to treat contaminated groundwater and soils. The work will include a liquid and vapor extraction and treatment system. Extraction will be from existing wells at the north end of the landfill with the treatment facility constructed nearby. The treatment facility will consist of two intermodal containers housing vapor and liquid treatment systems, an office/storage building, and a lined evaporation pond. The project will also include conveyance between the wells and the treatment facility components, and modifications to the site electrical, telecommunications, and water utilities. Site grading will include cut, fill, and subgrade preparation for the pond; facility structures; and extension of the landfill closure system and other work in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
